Managing Nominations

What is a nomination?

A nomination is a notification to a pipeline company that your company is planning to transport product on that pipeline from an origin to a destination. In other words, if your company is scheduling the transportation of product on a particular pipeline from any origin to any destination, it must give notice to that pipeline by a nomination. The Nomination process requires that you create then submit your nomination(s). Once submitted, the nomination must be confirmed by both the origin and the destination facility. Once the Nomination Start Date is reached on a confirmed nomination, it is eligible for the Distribution and Actualization process.

How do I create a new nomination?

Click on New Pipeline Nomination under the Nominations dropdown on the toolbar. Complete the fields and save. Submit and view the status of your saved nomination in the Search Nominations report.

What does the Swing checkbox indicate in the New Pipeline Nomination window?

Check this box to designate a nomination as the swing nomination. A swing nomination handles any excess volume or volume changes. If more than one nomination exists for the same customer, origin, product, and date range, one nomination from the batch, and only one, must be selected as the swing nomination.

What is a nomination batch?

A nomination batch is the set of nominations for a single customer, origin, product, and date range.

Can more than one nomination in a nomination batch have the same distribution priority rank?

Yes. If two or more nominations have the same rank, the volume for each is distributed pro rata.

How do I submit a nomination for confirmation?

Select a nomination in the Search Nominations report, found under the Nominations dropdown on the toolbar. Use the blue Submit button to send your nomination for approval by the origin and destination facilities.

If I submit my nomination, can I withdraw it at any time?

Nominations can be withdrawn until actuals have occurred. Once product movement has taken place, you cannot withdraw a nomination but you can request a volume modification.

What does the Unsubmitted nomination status mean?

Unsubmitted - The nomination has been saved but not yet submitted for confirmation.

What does the Canceled nomination status mean?

Canceled - The nomination has been withdrawn before submission.

What does the Unconfirmed nomination status mean?

What does the Unconfirmed-D nomination status mean?

Unconfirmed-D - The origin facility confirmed the nomination but the destination has not.

What does the Unconfirmed-O nomination status mean?

Unconfirmed-O - The destination facility confirmed the nomination but the origin has not.

What does the Rejected nomination status mean?

Rejected - The origin and the destination facilities rejected the nomination.

What does the Rejected-D nomination status mean?

Rejected-D - Only the destination facility has rejected the nomination.

What does the Rejected-O nomination status mean?

What does the Open nomination status mean?

Open - The origin and destination confirmed the nomination and the start date for movement is less than or equal to today; the end date is in the future.

What does the Closing nomination status mean?

Closing - The start date and end date of the nomination are in the past but distribution is not complete.

What does the Closed nomination status mean?

Closed - The start date and end date of the nomination are in the past and deliveries to date equal receipts to date.

How do I change the date range that my Search Nominations or Confirm Nominations report displays?

Search Nominations and Confirm Nominations automatically filter to display nominations for the current month and the following month. Filter the Start and End Date for a specific timeframe by using the dropdown icon to the right of every column name.

How do I edit a nomination?

Edit a nomination by clicking on the Nomination Number in the Search Nominations report. In the Edit Nominations window, nominations that do not have related actual transactions can be changed. Changes to critical fields (Product, Start/End Date or Month, Origin, Destination, or Volume) require that you resubmit for confirmation.

Can I make changes to a nomination if distribution has already started?

Once movements begin, you can only request volume modifications; all other fields are locked. In Search Nominations, click on the nomination number you wish to edit. In the Edit Nominations window, below the Volume field, click on Request Volume Modification. A popup displays the original nomination volume. Make the volume change(s) and click OK. Saving the new volume modification automatically sends the nomination for confirmation - resubmission is not necessary. Both facilities must confirm the change before the new nomination volume applies and is used during the distribution process. It is important to note that volume modifications cannot be lowered to an amount less than the receipts to date for the nomination.

The Request Volume Modification link does not show in the Edit Nomination window.

The Request Volume Modification link is only available for nominations that have related actual volumes. To change the volume on a nomination that has not begun movement, simply change the volume fields, save, and resubmit.

Will I have to resubmit my nomination after requesting a volume modification?

No, you will not have to manually resubmit your nomination after saving a Requested Volume Modification. The modification status is Unconfirmed and RightAngle Web Portal automatically submits it to the origin and destination facilities for confirmation.

What happens when a modified volume is rejected?

The origin or destination can reject a modification, but must provide a reason for rejection. The Search Nominations report shows rejected modifications with either a Rejected - O or Rejected - D. View the nomination and rejection details by expanding the modified row or in the Edit Nominations window.

After Requesting a Volume Modification to a nomination, can I withdraw it at any time?

A volume modification can be withdrawn until it reaches a Confirmed status. If the volume modification has a pending status of Unconfirmed, Unconfirmed - O, or Unconfirmed - D, you may still withdraw it. If a modification is withdrawn, distribution continues using the original volume.

How do I know which nominations have a pending volume modification?

In Search Nominations and Confirm Nominations, for any nomination with a pending volume modification, there will be two rows, the original and the modified nomination. The original nomination appears with a delta symbol in the Volume column to indicate there is proposed volume change and the modified nomination is set apart with an MOD next to the nomination number. The nomination number stays the same for both. Expanding the nomination information in either row provides additional information for the original and adjusted nominations.

Managing Distribution

What is a Receipt Distribution Policy?

A Receipt Distribution Policy sets rules for distributing nominated volumes of product. Currently, RightAngle Web Portal only offers pro rata distribution. A Swing Shipper is the selected customer to receive any excess volume after distribution occurs. If multiple customers exist for the same facility, product, and date range within a policy, one, and only one, customer must be selected as the Swing Shipper.

Why is the Swing Shipper name red on my Distribution Policy?

The Swing Shipper displays in red to indicate that the customer does not have an active deal and is no longer available for distribution. If your Swing Shipper is red, edit the policy and choose a different Swing Shipper.
